I think both CNR and navy Scorp will give u more dps. But if u wana take a big step forward in Dmg u might go for a Golem. Much more skillintensive but might be worth it in the long run. If u wana keep it Caldari. Some ppl say that the Machariel...

Im gonna try different dmg types tonight if i get in the same situation cuz i did as ****** damage to BS size Targets as to Frig Size so probably a dmg type problem.... Stil im suprised how bad the Tengu preformed dps wise.
